Which, when you put it in a more readable form says:

Inbetween Rattlesnakes mouth and plaque look to the ground pop the topicv

There's some confusion about the last part. It could say "Pop the top ICV" but that's uncertain right now.

After doing some research we came across this interesting rattlesnake bridge which is in Tucson, AZ (Where the post card came from) I also found a video from some awesome biker dude riding his bike throughout Tucson, and he goes across the bridge and gets a good shot of a plaque-looking thing at the end near the head of the snake. There are a TON of pictures of this bridge from this guy: lasertrimman. I searched "rattlesnake bridge tucson" and his came up first. If we think that "pop the top" has to do with where the drop is actually located, I vote for that electric-looking thing to the left of the entrance. You can see it on the last picture I linked. For goodness' sakes, be CAREFUL, though.

So my apologies. I live in Phoenix, but I'm in NYC for the summer. Or I'd have been to Tucson and back by now. /me cries

ICV could refer to idle control valve, which is used in an engine.

This is from google maps. It wouldn't let me actually walk around the mouth of the snake, so this is as close as I could get.

We also thought of "Inground Control Valve" which I just made up in chat, but would be a water valve or something in the ground under a lid perhaps.

Other things were "I see five" (five, what we don't know but maybe when you get there), "I-105" (but there does not seem to be such a road nearby), and Acid suggested "look to ground" might mean to look toward the playground area for something to "pop the top" on if nothing is found nearby the snake's head end of the bridge on the ground.
